With the dramatic capture of the "Butcher of Baghdad," Saddam Hussein, will the United States suffer retaliatory terrorist attacks?

Ninety-four percent of US police commanders and sheriffs believe the United States will be attacked by terrorists this year, according to a poll conducted by the 14,000 member National Association of Chiefs of Police.

"With the added threat of Iraqi retaliation, the potential for terrorism within the continental US is at a very high level," says Jim Kouri, vice president of the National Association of Chiefs of Police and columnist for KingNewsMedia.Com.

Kouri warns that not only do we need to combat Al-Queda, but we must prepare to confront other groups such as Hamas, Hezbullah, Islamic Jihad and other terrorist groups who appear sympathetic to Saddam Hussein's brutal regime.

Kouri also points out that many local government agencies place too much emphasis on anti-terrorism programs, which are defensive in nature, while ignoring counterterrorism or offensive programs. He feels too much attention is paid to first-responder training, while we ignore bold counterterrorism initiatives.

"We've got to deal with those terrorist cells already here, as well as detect and prevent another wave of terrorists coming into our country."

Kouri, an award-winning writer and contributing editor for Police Times Magazine, has written a series of articles for police officers on the subject of terrorism and global crime. The series included target hardening, incident investigation, antiterrorism and counterterrorism, and other subjects. He also contributes to Chief of Police Magazine and The Narc Officer Magazine and is a columnist for OSC Online.
